I have been searching to find if I can use my unlocked i phone w/o a data plan but this is what I found on AT&T's website.....
Please note: AT&T is Apple's exclusive carrier partner for iPhone in the United States. An eligible data plan for iPhone is required. This data plan covers data usage in the United States and does not cover international data usage and charges. If AT&T determines that you are using an iPhone on your account without an eligible data plan, AT&T reserves the right to add an eligible data plan to your account and bill you the appropriate monthly fee.
Also, when I placed my AT&T sim card into the iphone, I logged into AT&T to see what phone come up on my account it the iphone does come up...but it has an otion to chosse if this is not my phone, I selected the later to see what would happen...it changed, but when I logged out and logged back in the iphone does come back up. I am saying this because some people are saying we do not need the data plan to run the iphone, well Data Plans for AT& T costs... .Web Text & More

For the Serious texter You’ve got unlimited data for your iPhone, why not get unlimited SMS messaging? With iPhone Text Messaging Unlimited, you never have to worry about sending or receiving a text message again. Now...does this mean that I will be charged for using my iphone? I mean I will be charged for the data plan even if I do not use their data plan???? The charges for these plans are insane! You have to buy the data plan and the text message plan in addition to your calling plan???? That is crazy!!!!
Something else I found!
ATT cannot detect if an iPhone if an iPhone is jailbroken when connected to the network. However they can detect when an iPhone in general is connected to the network by the its IMEI. So if they detect there is no data plan attached to the line they can require that one be added. es you can put your sim in but any data access can get expensive so you will need to call att and have the right data plan on your account. It is actually a requirement of ATT that if you use the iPhone 3G you must have the iPhone data plan. As for using it as a touch if it does not work with your sim, don't know I have not tried it. I would think that at some point when you connect it to iTunes to get music on it, it is going to want to activate the iPhone properly so you may have issues.
That is why i am attempting to buy one so i can use it with my centennial plan. I had At&t and their prices were INSANE without an iphone on the account.
Of course you can use your unlocked iPhone on any GSM network, as a phone. I use mine with T-Mobile, I have a prepaid (1000 minute) plan since it was the most cost effective. I stayed away from the data plans because of the cost too, I use the wifi extensively and of course with Skype for iPhone it's that much better.
The data plan is there for your protection. When the first iPhone came out did you hear about the bills that were in the thousands of dollars?
That was due to cusotmers who thought they didn't need it, and they didn't realize just how much data they used. They could go online and surf, and there was no warning there It was just a button.
Reality is that there are soooo many things on the iPhone that are data related, you would honestly pay much more on a monthly basis than with the plan, unless you strictly called an texted people. At that point, why would you have an iPhone? Literally everything else you do, except the camera, uses data, or at least uses data to get it.
It's about convenience. If you want it easy, fork up the $$$.
