I may have an answer to your problem about Craigslist or pretty much where ever you go, I was told by W.I.C. and highter authorites that people buy baby formula to lace drugs with and to use the containers to traffic the drugs, which is sad & sick, if you ever notice that alot of baby formula at stores is either locked up or you have to ask for it now.. But I had the same problem on Craigslist and they told me that they limit baby formula postings/ads, so I gave up and just put it on here! I am not sure of another site but I thought that might help answer your question!
