What is a chess SET?

What is the definition of a chess set? I've been having a discussion with another e-bay seller on whether a chess set includes a board. I've always though it did. To me, the following statement just doesn't make any sense:

Now that I have a chess set, I need to buy a chess board to go with it.

What do you think?

It's natural to assume a chess set comes with the board, but I've seen sets that only include the playing pieces. I guess the biggest factor is how the playing pieces are made. For example a stone carver might make the playing pieces, but not be interested in making a wooden board to go with the them.

A chess set is A SET, meaning chessmen +chess board.

Both board and pieces is a "set." Otherwise, its a "set of chess men."

Assume that a "set" is pieces only, but some listings will include the board.

PITA, I know, but better to be certain of what you want. It's not so important for cheap sets, but expensive wooden sets are often that: pieces only.
