If your asking about operation of your camera then yes, your manual that came with your camera is the place to start, and even if thats not what your asking it's still the place to start. Once your familiar with the operation and functions there are many resources for developing technique, I prefer the "Digital Photography" section at my local Barnes & Noble Bookstore, there are many different aspects of photography.
The best book for a beginner, in my opinion, is "PC Photo Digital SLR Handbook" by Rob Sheppard. Its 176 pages cover a little of everything from getting to know your camera to techniques of landscape, portait shooting and more. I recommend you join the discount club early, because once you finish your first book, you will want more info, and the book cost adds up quick, I own almost the whole section, and go back to the books often, so no they aren't for sale.
