French Creek State Park in South Eastern PA has riding trails. Horse Shoe Trail ( a 140 mile long equestrian trail running from Valley Forge to the Appalachian Trail) goes thru the park. A I recall there are also facilities for overnighting with you horse - very rustic - but there are tie ups for your horses next to your camp site area. I've never taken my horses there cuz they are show ring wimps and trail riding would freak them out!! You can get more info if you google horse-shoe trail and french creek.
