I think stretch bracelets are a fairly new development. They are cheap and easy and no one cares that they won't last very long.

I've never seen elastic used on jewelry before the 1950's, but that doesn't mean it was never done. Because elastic gets dry and brittle, pieces made with elastic just may not have survived.
