I just bought an item (sporting event ticket) and paid via paypal. The seller is not sending the item because the payment was either on 'hold' or 'pending', according to the seller. According to my records via paypal, the transaction is complete and I've already been charged on my credit card. Can someone please explain why Paypal would put a hold on my funds"? I've talked to some co-workers who are ebay sellers and they've never encountered this.
Try calling paypal. If this is a new transcation for you with a new credit card that you have not used with paypal before, they are holding the funds for their security. Usually once you leave a positive feedback for the seller the funds will be released same day to the seller. It is up to you if you want to leave a positive feedback before you receive your tickets but that is the easiest way to clear the funds. You can also call your credit card company and then call paypal to let them know your card company has already appoved it.
